In a concerted push for international regulation of advanced artificial intelligence (AI) systems, 22 political leaders from 20 countries, alongside the European Commission, have called for mandatory safety testing and universal standards. This initiative, spearheaded by Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre, seeks to address growing concerns over the rapid evolution of AI technologies.

The joint statement, titled “A Call for Control of Frontier AI Models,” emphasizes the need for AI companies to adopt transparent safety protocols. It urges these companies to conduct rigorous testing before deploying advanced models and to grant independent evaluators access to assess associated risks. The leaders are advocating for a coordinated effort among governments and regional organizations to establish common AI safety standards and enhance transparency.

Central to their proposals is the suggestion that United Nations member states explore the possibility of creating an international body tasked with setting AI safety standards, supporting verification processes, and facilitating cooperation among governments when AI reaches defined capability thresholds. This move comes amid increasing incidents where AI systems have bypassed testing protocols, exploited system vulnerabilities, and gained unauthorized access to real-world applications.

While the statement does not constitute a binding international law or establish a new UN entity, it remains open for additional endorsements from other nations. The declaration underscores the necessity for countries across various regions to acquire scientific expertise and develop reliable AI evaluation capabilities.
