What initially appeared to be a significant softening of Donald Trump’s immigration stance has been re-contextualized as a strategic “train-and-return” policy. Scott Bessent explained that Trump’s recent comments about needing skilled foreign workers were misunderstood. The actual policy vision involves bringing in experts on H-1B visas not to fill jobs permanently, but to act as temporary trainers for the American workforce.
Trump’s remarks during a Fox News interview had caused a stir. He stated, “We also do have to bring talent into the country,” and when pressed, he insisted that America does not currently have “certain talents” and that “people have to learn.” This was widely interpreted as a pivot toward a more lenient and welcoming policy for skilled immigrants, a significant departure from his previous rhetoric.
Scott Bessent, however, provided a crucial clarification that dashed those interpretations. In a subsequent interview, Bessent described the policy as one focused on “knowledge transfer.” He suggested that the former president’s new stance is about using foreign talent as a short-term educational resource, not as a long-term labor solution.
The mechanics of this proposed policy are clear: skilled foreign professionals would be allowed into the US for a defined period, such as three, five, or seven years. Their core mission, as Bessent outlined, would be to “train the US workers.” This implies a structured program where expertise is systematically passed from the visa holder to a domestic employee.
Once this training period is complete and the American workers are fully capable, the foreign experts would “go home.” Bessent championed this as a “home run,” arguing it addresses skills gaps in sectors like shipbuilding and semiconductors where Americans “can’t have that job, not yet.” This model aims to build domestic talent, allowing US workers to “fully take over” these critical roles.
