Norway has pledged €90 million to aid Ukraine’s reform efforts, channeling the funds through the European Union’s Ukraine Facility. This contribution is linked to Ukraine’s progress in implementing reforms necessary for its European integration, as the country seeks to align with EU standards.
The Norwegian funding will target crucial areas such as public finances, judicial improvements, anti-corruption measures, the rule of law, and enhancing the business environment. While Norway is not an EU member, it participates in the European Economic Area, promoting close integration with the bloc. Strengthening Ukraine’s institutions and supporting its EU accession process remain key objectives of this financial assistance.
Ukraine’s access to financial support from the EU and other global institutions is contingent upon its progress in enacting agreed-upon reforms. Past delays in legislative efforts have raised concerns about the continuity of funding and the country’s path to EU membership. The Norwegian contribution is expected to bolster a forthcoming Ukraine Facility payment of approximately €2.1 billion, contingent on Ukraine completing 23 reforms by the end of 2026.
Since its establishment in 2024, the Ukraine Facility has provided €29.5 billion in support to Ukraine. The latest contribution from Norway coincides with Kyiv’s ongoing legislative efforts to further its European integration and economic reform agenda.
